Environmental Site Assessments are generally
performed either at the request of a lending institution or the state
regulatory or environmental enforcement agency. Environmental Site Assessments

Environmental Site Assessments (ESA) are generally broken into three
separate categories:
PHASE I - A PHASE I ESA will include an in-depth inspection of the subject
property both on site and through existing records. Generally no testing
is performed in a
Phase 1 ESA. The exception to this rule may be in
the likelihood of asbestos or lead containing material or other potentially
hazardous materials. The decision to test or not is made by the client
but Accelerate will always give recommendations both verbally and in their
written proposal.
PHASE 2 - Once a PHASE 1 ESA has been completed the subject property
may progress into a PHASE 2 ESA. Should a PHASE 1 ESA uncover any potential
for contaminated substances on the subject property, Accelerate would recommend
a PHASE 2 ESA to include a detailed testing program for any areas of
concern. Should this be the case, Accelerate would be on site to sample the
suspect material whether it involves air sampling or bulk sampling of
building materials. All samples collected will be analyzed by an accredited
laboratory. All subsurface sampling will be performed by a firm specializing
in geological engineering.
In the State of Texas, samples of soil and
water to be analyzed for Volatile Organic Compounds, Semi-Volatile Organic
Compounds, RCRA Metals, Total Petroleum Hydrocarbons, PCB's, Pesticides,
Herbicides, Oil and Grease or other contaminants must be analyzed by
a Laboratory with a DER approved Quality Assurance Plan. Bulk samples
and Air Samples will always be sent to a Laboratory accredited by the
National Institute of Standards and Technology (NIST) under the National
Voluntary Laboratory Accreditation Program (NVLAP) as well as the American
Industrial Hygiene Association (AIHA). Accelerate insists that both Texas
DER, US EPA and NIOSH protocols should be followed for sample collection,
transportation, storage, and analysis.
Results and recommendations for appropriate responses
will be made in the form of a written report.
PHASE 3 - the subject property progresses into a PHASE 3 ESA once contamination
has been discovered and is deemed to be over the action level. Accelerate
may assist the client in making the proper decisions to adequately abate
the contaminated area.
